No substitute for regular teachers

Nearly one in three Arizona schools that lodged an appeal with the state education department over their failing or underperforming labels in the 2006-07 school year related stories describing students who spent at least part of their year with a series of substitute teachers, owing to a lack of available, experienced teachers. "People often hear the discussion of the teacher shortage without necessarily recognizing the dire situation," said John Wright, president of the Arizona Education Association.
