N.Y. offers best schools, D.C. worst

New York schools are the best in the country, followed closely by Massachusetts and Maryland, while the D.C. school system ranks as the country's worst, and was one of six systems nationwide to earn a D-plus in Education Week's 2008 Quality Counts report.
