Private students still eligible for special services

Public schools must provide private-school students with special-education services, including summer school, a Minnesota appeals court panel ruled Tuesday. The state's education department had reprimanded the suburban Minneapolis district for allegedly failing to do so in one case, and the district argued that the department lacked authority to intervene after just one parent had complained.
