Some charters struggle with special education

New Orleans charters are slow to serve students with special needs, some parents say, and need to accept more with disabilities, district leaders emphasize. "It doesn't matter how well your school runs," said Matt Candler, CEO of New Schools for New Orleans, which supports the city's charters.
