Community must work together to fix D.C. schools

The failure of Washington, D.C., schools has been a team effort, writes Michael Casserly, executive director of the Council of the Great City Schools. The school district, the city government, the media and Congress have all worked at cross purposes as they have sought to advance their own agendas instead of collaborating to make real improvements, he asserts.
