Chancellor Rhee's Letter to the DCPS Community: Teacher Quality, Next Steps

During her press conference, Chancellor Rhee spelled out her Plan B: Teacher Quality, Next Steps.

I will move forward aggressively with the following steps to ensure that an excellent teacher is in every classroom:

• A new performance evaluation system, based primarily on student achievement, which will allow for the removal of poor performers regardless of tenure.

• Aggressive implementation of 90-day plans to remove ineffective teachers, with increased resources to principals in order to support this implementation.

• Vigorous pursuit of teacher discipline issues including absenteeism and the use of corporal punishment with students.

• Implementation of reductions-in-force and the abolishment of positions as necessary to right-size the district, using the competitive level documentation process instead of seniority in order to make the appropriate staffing adjustments.

• Rigorous enforcement of the No Child Left Behind Act, and termination of non-highly qualified teachers and those not meeting licensure requirements.
