You raise a lot of issues around the use of cell phones. I work in a large (not quite as large as DC) city and our parents want their children to carry cell phones to and from school so they can contact each other. I like to think there is a good compromise, but I haven't figured it out yet. Our school allows them, but they are to be off in the building and stored in their lockers. I had to take one last week when a flash picture was in the middle of small group work. It is hard to ignore the flash. I have told many students to take there phone outside and then turn it on, but it is really hard to do that when they are staying for an after school activity and once they leave the building they aren't allowed back it. Anyone have a good answer?
