Advocates say New Jersey plan may hurt children with special needs

New Jersey's new school funding plan may cut special-education funds in many schools, the New Jersey Council on Developmental Disabilities says. The governor says his plan will simply base special-education funds on actual enrollment of students with disabilities. NJ.com/Associated Press
