Los Angeles teachers' draft reform plan advocates grassroots control

The power to control classroom curriculum as well as to hire and fire school administrators would be placed in teachers' hands under proposals drafted by a delegation of Los Angeles teachers and union officials for reforming troubled district schools. The plan contrasts with one to be proposed by Los Angeles superintendent David L. Brewer that emphasizes a more uniform, paced curriculum. Los Angeles Times
