New York City fighting private special-education placements

New York City is increasingly challenging parents' attempts to have the city pay for private tuition for students with disabilities, hiring more lawyers and paralegals to handle such cases. City consultants recommended the city fight against "millions of dollars in private school tuition for students that could have been adequately served by our public school system."
