Baltimore drops plans for special-education elementary

Maryland state officials stalled a planned Baltimore County school exclusively for those with special needs, saying the state strongly discouraged separate facilities. "That made it clear to us that obtaining state funding would be very difficult, if not impossible," said Baltimore County spokesman Donald I. Mohler. The Sun (Baltimore)
