D.C. education leader says no new special-education rules needed

Deborah A. Gist, the D.C. state superintendent of education, asked councilmembers not to pass new special-education reforms, saying federal laws and legal settlements provide more than enough guidance. The council's proposed bill would require detailed cost analysis of students with special needs educated privately. The Washington Post
