Ruling limits state education department's authority

The Minnesota Appeals Court on Monday limited the state's Department of Education's authority over schools serving students with behavioral or learning disabilities. "This has far-reaching consequences for school districts around Minnesota because it talks about the limits on the department's oversight authority," said Sara Ruff, an attorney who represented the Farmington district.
